(Article is very good. Comments reflect DWR's Flood Control Division's need to properly PR/educate the public. IMHO Of all the plans, drafts, studies, blah. blah, money-wasters, out there, I can say this Plan is the most realistic, system-wide assessment of California's FLOOD CONTROL SYSTEM, by which all of our water delivery mechanisms were built upon. And of all the other water-related 'activities' out there, Delta Plan, BDCP, etc. DWR/Flood Division created and Chartered the Agricultural Sub-Committee within this context. The Ag Subcommittee is the one standing place private citizens are actually a 'stakeholder' in the process and not just the 'stakes'!!)
