Until the SWRCB actually grows a spine and sets forth the flow criteria presented and accepted by the Board last year, seems to me the Delta Plan and the BDCP are wasting time, effort and money on a potentially moot project (I know, like that would actually happen)! Or stated this way, without legally acknowledged in/out flow criteria for the Delta, how in the heck can anyone plan anything when something as basic as flow criteria hasn't been legally acknowledged?)
