Mark Pisano: California Demographic Changes Demand New Way to Pay for Infrastructure
http://www.caeconomy.org/reporting/entry/viewpoints-mark-pisano-california-demographic-changes-demand-new-way-to-pay
(Any Council of Governments IS Agenda 21.)
Russia has raised a much needed question as to whether there is a fundamental lack of fairness and due process at the UN climate talks. The Doha outcome, for example, was “agreed to,” but was it ever properly voted upon? Is it proper for the UNFCCC to allow Russia coloredmajor portions of the outcome of the climate talks to be drafted behind closed doors, present them at the 11th hour and then proceed based on a “consensus” rather than a recorded vote? Can the UN lawfully slam the gavel on any nation, such as Russia, and refuse to recognize them? Reuters reports that ‘Christiana Figueres, the U.N.’s climate chief, said a consensus was reached,’ but Oleg Shamanov, Russia’s head of delegation, called it an “absolutely obvious violation of the procedure.” - See more at: http://www.cfact.org/2013/06/12/climate-talks-collapse/?utm_source=CFACT+Updates&utm_campaign=7248de8360-UN_climate_talks_collapse_6_12_2013&utm_medium=email&utm_term=0_a28eaedb56-7248de8360-270050485#sthash.nGzocDsb.dpuf

One of the DRA supporters, who wishes to remain nameless, provided excellent information about government "hearings" vs. "meetings", which I am passing along. FWS refers to the US Fish and Game/Wildlife Service.

[NOTE: The inputs may change as we learn more.]

Hearing vs. Meeting
A "hearing" and a "meeting" are two different things. Here's the explanation and why the differences are important when dealing with Federal agencies.

Commonalities
  • Any individual can request either one or both.
  • The public can record either type.
  • A meeting and hearing can be scheduled back to back.
Hearing
  • A "hearing" is the official review process prescribed in the Federal Register notice.
  • FWS will try to talk you out of requesting an official review, claiming it takes too much time, effort, and expense. [Balderdash. No time or $$$ to hear from local residents and government representatives?]
  • There is a submission deadline to request one.
  • There is no discretion. If requested in time, the FWS must hold a hearing.
  • It is an official meeting and will be recorded.
  • Comments & written submissions will be put in the Federal Register.
  • FWS attendees: field supervisor, public coordinator, scientist/biologist, transcriber, and facilitator.
  • The facilitator will be a third party hired by FWS.
  • Format: Short FWS presentation, then public comment.
  • Everyone will be allowed to comment, but the time allocated to each will depend on how many want to speak and the time available. If there is not enough time to complete your remarks, your full presentation can be submitted in writing at the meeting, by email, or by mail to Arlington.
Meeting
  • Can be requested any time. There is no deadline.
  • FWS probably has the option of holding one or not. (This needs to be checked.)
  • Discussion will be recorded, but it is unofficial and won't be reported in the Federal Register.
  • There can be a back and forth discussion, but again, it's optional how much FWS will say.
  • Everyone will be allowed to comment, but the time allocated will depend on the time and how many want to speak.
  • FWS attendees: field supervisor, public coordinator, species expert/biologist, rules drafter, mapping expert.
  • Format: FWS presentation, public comments, FWS responses, Q&A, dialogue.

(Maybe because Denham realizes the permanent destruction of long-standing farms on 20% of the remaining Prime Agriculture Soil would have a longer-term detrimental affect than any short-term 'job' passing through on a rail line???  Or maybe he's a conservative that recognizes a rip-off and a con when he sees one???  Just a thought.)

(I'd double check the number of gallons of fresh water required for each solar panel to be constructed in WWD.  At one time, I thought solar energy generation was an ideal solution for their toxic soil.  Sure if it's only about retiring toxic soils and saving that water, but conventional oil pumping and solar power generation are two huge fresh water hogs...kinda be careful what you agree with what looks good on the surface!!)

Jerry Cadagan's Clips 6/07

the Editor of the River News-Herald does a thorough story about the current status of the BDCP/Tunnels plan (and includes some bizarre quotes, like "we're not exactly sure where the money is going to come from" says Mark Cowin.  Doesn't it fall out of the trees??) -

Alameda County paper reports on Tunnels cost and says Zone 7 GM favors the plan -

this LTE in the SacBee predicts that if the Tunnels plan went before the voters it would fail -

Delta Vision Foundation having a coming out party for its next report card on June 18 in Sacramento -

Pacific Institute has come out with a new report which examines California water rate structures in today's world of increasing costs, new regulations, etc. -

Tulare ID will get very little CVP water this year due to drought -

the drought is also impacting Klamath Basin farmers -

Stockton Record editorial points out that California water infrastructure needs $44 billion not counting the $50+ billion that the Gov wants for his Tunnels -

construction starts on Carlsbad desal plant -

more on the lousy drinking water in some parts of the state -

Jerry Cadagan's Clips 6/06

Jeff Michael finds one of the smoking guns in the latest BDCP document dump and points out that the taxpayers will likely be subsidizing the buffalos (i.e. the water contractors) -

Lois Kazakoff, Deputy Editorial Page Editor at the Chronicle blogs that the Chronicle "remains dubious" about the BDCP/Peripheral Tunnels plan and she encourages readers to use the link in her blog to do an LTE to the Chronicle expressing their views -

note that the blog item also has a link to an op-ed by Chuck Bonham, Director of Fish & Wildlife.  Clips has broken down and paid the Chronicle in order to legally get behind its pay wall.  The Bonham piece is pasted below at the bottom; now you are really encouraged to do LTEs to the Chronicle

and Dennis Wyatt (who is Editor of the Manteca Bulletin) has an opinion piece in the Turlock paper saying that we don't need the Peripheral Tunnels -

Dan Bacher covers and expands upon RTD's release showing the cost of the Peripheral Tunnels -

the Antioch Herald picks up on RTD's release giving the true cost of the Peripheral Tunnels -

and the CoCo Times runs an LTE in opposition to the Tunnels -

a construction publication covers the cost aspect  of the Tunnels and gets some things right and some wrong ("and 57 species of plants and animals saved.") -

the Imperial Valley paper has a more detailed story about the trial court decision upholding the QSA -

and another story saying that mediation continues on how to deal with adverse effects of QSA on Salton Sea -

BuRec increases allocation for CVP's Friant Division -

more on the lousy drinking water in parts of California; usually rural agricultural towns -

more on the failure of the Legislature to put a moratorium on fracking -

while this opinion piece says California doesn't need fracking -

this will be the first and last story about the water connection in the current Calderon investigation -

there's some material in this issue of Maven's Notebook that Clips has missed, and some that's worth a re-read -
