(That's because if one digs deep enough one will find the same dirty finger prints all over this.  AND it is imperative this overall paper water scheme is not allowed to become a precedent.

Look to Tejon Ranch for all the same players, the same source of water (Kern County Water Bank), the NGO's that have signed off on or were blackmailed by 'all of this for your mitigation, if we get ALL of that for our development...all of that includes 10-year segments of said same NGO's and the state basically turning a blind eye to whatever occurs in 'ALL of that'.)

(OMG...Really? Just cut them down?  85 mature magnolia trees...this is where our priorities are all messed up.  Cut them down?  How about maybe relocating some if not all 85 trees up here.  Isn't Sacramento 'The City of Trees'?  Well???  It's barbaric to just cut down trees...I'd study the underlying water table, seems to me these tree roots tapped it ages ago and would do just fine, well maybe a few selected to remain.  But I most certainly am not an arborist.)
