USACE (Us,the taxpayers) is spending $1.8 million for the placement of willow branches along the Sacramento River banks.  It is supposed to help the fish by creating shady overhang.  However, from our actual, "on the ground" experience at Snug Harbor, here is what happens:
 
1.  Spring planting of willow branches close to water's edge or in the water.
 
2.  Willows take off and grow pretty well until the fall months.
 
3.  Beaver climb up to the willows, or burrow under the rocks to get at the willow roots.  Willows seem to be their favorite trees!
 
4.  By December, any willow that is not ALSO protected by metal mesh fencing is cut down and dragged off by the beaver, leaving a hole where the rocks protecting the banks were moved, allowing for erosion of the bank we tried to protect.
 
They have to know this.  So why is USACE allowing the planting of a tree that is going to attract MORE beaver?

Maybe there IS a reason for the National Academy of Science...Some of this rings a bit too familiar in BDCP science and documentation...
National Academy of Science (NAS) reviews, directed by Congress, found NPS claims of harm to be without merit.  In 2009, the NAS found that NPS scientific documents “selectively presented, over-interpreted, or misrepresented” data.  In 2012, the NAS review of the NPS Draft EIS found “a high level of uncertainty” with the document’s impact assessments for harbor seals, the coastal flood zone, water quality, soundscapes, and socioeconomics. The NAS determined  “there could be reasonable, equally scientific, alternate conclusions for impact intensity.”  That’s a very polite way of saying that the document is not worth the paper it’s printed on.

There is no better example of the hypocrisy of Salazar’s recent decision than a recent private meeting held by NPS with the oyster workers in Point Reyes.  A two-hour recording reveals a community deeply worried about the future and two woefully unaware representatives from Salazar and one from Point Reyes National Seashore, who were blindly ignorant of the true impact that Salazar’s decision would have on the community. What is most telling about this meeting is that, despite all law, regulation and policy and the National Environmental Policy Act concerning environmental justice, it was the first meeting with the very stakeholders who would be most impacted by Salazar’s decision: the oyster workers themselves.

Eric Christen, a representative for fair employment in construction, said there was discriminatory language in the construction Project Labor Agreement the CHSRA is responsible for.  Christen said the PLA was a “give-away to the unions.”
Christen explained the CHSRA required in recent bid specifications that the winning design-build entity and its subcontractors sign a Project Labor Agreement with unions in the State Building and Construction Trades Council of California.
