At a meeting last fall in which Mr. Isenberg spoke, he denied that only the use of surface water was the original stated purpose of the original CVP of the 1960's.  

I tracked down the PR or summary documents from that time...It is interesting to note that DWR is not only breaching its agreement regarding water, but also transportation and recreation commitments, too!  Here's the link to a copy of 1960 Bulletin No. 76 Delta Water Facilities.
