Yet Brown announced on Friday that California’s strict environmental laws could be bypassed in order to build the train system.
(Bypassing California's strict environmental laws was set when the legislature allowed the 'fast-tracking' of a new stadium.  Now they'll do it with HSR and BDCP...that's why following HSR is critical to keeping up with in-Delta shenanigans...it's all the same song and dance, just different dance floors.)
