(Posted a comment here.  These outside whiners forget about Area of Origin protections.  Stockton isn't being hypocritical, Stockton finally did something smart...Water districts Butte? Modesto?...think twice or even three times before selling your 'Area of Origin' water and water rights.  Once that pump is turned on and the junkies get their fix, there's no shutting the mainline down.  Wake up...once that water ships out, its gone for good.)
