Fox and Hounds
http://www.foxandhoundsdaily.com/2013/01/leave-prop-13-alone-repeal-growth-controls/

It is the toxic combination of slow-growth and smart-growth plans with affordable housing incentives –- low interest rates, low down payments, mortgage interest deduction — that help bring about abnormal booms and busts in California’s real estate market.

(This lends weight to why I believe there should be 'Water 101' and to be involved, especially to vote on legislation, policies, procedures, projects, etc. one should have to pass the course with a minimum 90% and NOT on a curve, before being 'certified' to vote on water issues.  I know, it's a long shot...but it just might have to happen).

http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2012/01/01/INC41MHN9O.DTL&

This article is excellent, please read all the way through as where he quotes the changes in legislation such as this...THIS is what I have  been trying to point out regarding the potential unintended (by some) consequences of further federal designation in any form that falls under the direct power of the current Secretary of Interior.  There is nothing to stop someone in the future from altering the original defining legislation into, well another noose.  Plus, I did appreciate the author's bio.
